she did that voice to be horridly annoying intentionally. She toned it down noticeably after episode 2, probably due to 2ch feedback of her voice being painful to listen to, but all the same she is a very talented seiyuu to be able to do such a voice so perfectly and then still have such control over just how annoying it is to listen to, and do it very consistently.
